Mr. Curtis became of counsel to McInerney & Dillon after a 27 year career in the U.S. Army and 27 years of private legal practice in the San Francisco Bay Area. Concentrating in construction and government contract law, he has represented numerous project owners, general contractors, subcontractors, suppliers and sureties, including the successful bidder in MCM Construction, Inc. v. City and County of San Francisco (1998) 66 Cal.App.4th 359.

Until 1992, he served on the Army Staff in the Pentagon and in field assignments as a senior active duty Judge Advocate specializing in government contracting and commercial and environmental litigation and bid protests before the U.S. General Accounting Office. He was officially designated by the Army as an Acquisition Law Specialist. A Vietnam War veteran, his military decorations include the Legion of Merit and the Bronze Star Medal.
